Solution

We are given this image.

Take a look at the image's metadata using exiftool. We will get a coordinate.

Turns out, this is the coordinate of Santa Claus Office building, Finland. Interestingly, there is a Google Street View coverage inside the building, where we can match the exact place where the letters were found.

Just near that place, there's an outlet which is the answer to our question.

For the flag, we need to submit the "Google Maps" name of the outlet.
